Recent fire incidents linked to poorly maintained solar arrays prompted urgent safety action across our client’s estate in Surrey. In some cases, PV systems installed by previous contractors had become a hazard after 10 years of neglect, leading to multiple fire responses and mounting concern from residents and the housing association alike. The pressing need was to remove damaged or at-risk solar panels and associated roof materials safely, then design and reinstall compliant systems that would deliver long-term benefit without repeating past issues.
The scale of impact was significant. Dozens of homes and multi-storey blocks required coordinated removal of existing arrays and roof reinstatement before any replacement could take place.
Carbon3 was engaged to deliver a compliant removal and reinstatement programme, partnering closely with the client to meet safety, quality and resident engagement requirements. The approach included:
- Safe and compliant removal of existing solar PV systems from all 88 homes and 9 blocks of flats on the estate.
- Roof reinstatement works where panels were removed to ensure watertight, structurally sound surfaces ready for new equipment.
- Design and reinstallation of PV systems totalling 222.055kWp across 65 homes and 6 blocks of flats.
- Resident communication and coordination to minimise disruption during multi-stage works.
- Five-year operations and maintenance contract, including remote monitoring, regular servicing and preventative checks to protect safety and performance.
The programme delivered a safe transition from legacy systems with risk issues to modern, well-designed solar installations that align with performance expectations and safety standards.
All high-risk panels were removed quickly, with roofs reinstated to eliminate hazards. New installations were designed and installed with current safety standards and good practice at the forefront.
The 222.055 kWp of new PV provides residents with ongoing clean energy, lowering household electricity costs while supporting environmental goals.
Clear communication, structured planning and careful on-site execution helped residents feel informed and safe throughout the work. The five-year O&M package ensures remote generation monitoring, regular electrical checks and servicing to prevent neglect, performance decline or safety issues recurring.
